PUAASC Election Announcement

Dear Alumni,

Since PUAASC's founding in 1984, our association has grown dramatically. We

have more than 400 registered members at present. And more alumni arrive at

Southern California every year. As our association grows, our activities and

functions should grow in width and depth, and our management structure ought

to make appropriate adjustments as well.

After through discussion, the board of directors has decided to establish a

two-tier management structure, consisting of a Board of Directors and an

Executive Committee. Please see the article New Structure below for details.

The current board will nominate the candidates of the next board and

introduce them to you by Nov. 25.

At this time, I'd like to call for nomination for the Executive Committee.

The Committee will be elected as a five member team, one President, one

Secretary, and three Vice Presidents. If you'd like to campaign for the

President, please inform me as soon as possible, but no later than Nov. 15.

You will be responsible for forming your team. Please send an introduction of

your team members to me by Nov. 20. We will introduce all candidates to our

members by Nov. 25.

If you'd like to join a team, please email me at your earliest convenience. I

will introduce you to the candidates of the President as early as possible.

The election will be conducted among the voting members in early December.

You are a voting member if, in the past two years

You made any monetary contribution to our Association

You paid fees to attend any activities organized or sponsored by our

Association.

You made any donations for any charity event or organization through

our Association.

If you are not a voting member yet, you may become one by making a donation

as low as $5 to our Association on or before the date of election.

The New Structure

The Board of Directors (Elected)

Responsibility:

a.. Chair: agenda setting, supervising election

b.. Policy making: long term goal of the Association, Bylaws, etc.

c.. Election of the members of the Executive Committee

d.. Approving the member of the Subcommittees of the Executive Committee

e.. Approving and supervising annual activity plans

f.. Approving annual budgets

g.. Making decisions of any action that may have a substantial impact on

the Association, for example, membership in an organization, sponsorship to

an event.

Director Qualification:

a.. Member or honorary member of the Association

b.. Extensive experience in leadership position in PUAASC, other private or

public institutions.

c.. President of the Executive Committee will be a member of the Board.

Board Structure:

a.. Chair person or co-chairs

b.. Directors

Total member of the board: 9.

Term of the Directorship

Four years.

The term of the directors will interlace. About one half of the board member

will be elected or re-elected every two years to maintain the stability of

the Board.

Generation of Board Members:

Ø Recommendation by the incumbent board members.

Ø Vote by the voting members of the Association.

A voting member is a member who, in the two-year period,

makes any monetary contribution to our Association,

or,

pays fees to attend any activities organized or sponsored by our

Association,

or,

makes any donations for any charity event or organization through

our Association.

Business Method:

Ø Annual meeting, additional meetings can be called upon by Board Chair.

Ø Except the annual meeting, other issues can be discussed and decided

via conference call or email.

Any resolution requires the approval of the majority of the Board.

Other Issues:

Board Meeting Attendance:

The members of the Executive Committee who are not Board directors can attend

the Board meeting, make presentation, and participate in discussions. However,

they do not have voting rights.

The Executive Committee (Elected)

Responsibility

Ø Form functional subcommittees

Ø Make annual activity plan and annual budget

Ø Execute the activity plan

Qualifications:

Ø Being a voting member;

Ø Residing in Southern California.

Structure of the Executive Committee:

Ø President (1)

Ø Secretary (1)

Ø Vice Presidents (3)

(The Executive Committee will appoint a treasurer and subcommittee members.)

Term:

Two years

Generation of the Executive Committee

Ø Self-Nomination as a team

Ø Voting by the voting members

Voting Methods:

Ø Ballots on the day of election

Ø Absentee Ballots via mail, email or website before the election day

Subcommittees (Appointed)

Each Subcommittee will focus on one or a few well-defined tasks.

Responsibilities:

Ø Establish the goals of the assigned tasks

Ø Formulate plans to reach the goals

Subcommittee Member Generation

Ø Nomination by the Executive Committee to the Board of Directors

Ø The Board will approve or disapprove the candidates.

(The Chair of the Subcommittee should be an elected officer when

appropriate.)
