About CAST-CA(LA) SIT Series
----------------------------
Seminar on Information Technology (SIT) is a monthly regular event
instituted by CAST-CA(LA) that intends to provide its members in IT
fields and members in general with a public forum for information
sharing and exchange, knowledge integration and complementation,
technology transfer and application, as well as career support and
development. The basic format consists of a one-or-two-hour talk
from one or more speakers, followed by half an hour free discussion,
and wrapped up with one hour or so social time.
If you are interested in either delivering a talk, recommending
a speaker, or suggesting a topic, please contact us at

Abstract:
The fast-growing economy and raid-changing atmosphere in China have
attracted more and more attention from oversea Chinese professionals.
To return or not to return, that's the question this SIT series
is instend to answer.
In celeration of CAST-USA's 10th anniversary, CAST-CA(LA) SIT #6 will bring
together a group of guest speakers with diverse backgrounds
to discuss policy, market, career, entreprenuership, and opportunities in
China. After individual talks from each speaker, a panel discussion will
be followed.
The tentative program is as follows:

Biographies:
1. Mr. Jack Chen
Mr. Chen received BS in Computer Science and Control Engineering
from National Chiao-Tung University and MS in Electrical Engineering
from California State Universtity at Long Beach. After holding several
engineering positions in various companies, in 1992 he founded
Dynalink Systems Inc., which won Top 500 fastest growning company in the
U.S. in 2000, and Top 100 fastest growning company in Los Angeles County
in 2000 and 2001.
2. Prof. Zhongliang Deng
Prof. Deng obtained his Ph.D. from Tsinghua University in 1994. After
two years postdoctoral research in Beijing University of Aeronautics
& Astronautics, in 1996 he joined Automation School of Beijing University
of Post & Telecommunications. He was Vice Dean of Electro-Mechanical
Engineering from 1997 to 2000. Currently he is professor and the Director
of Intelligent Control, CAD/CAM & MEMS Lab and visiting professor at USC.
3. Prof. Yanming He
Prof. He is Professor of College of Economics & Finance at
Xi'an Jiaotong University, specialized in International
Finance and Bond investment. He's the member of China
Bond Supervisory Management Committee, American NASDAQ
Research Forum, Austrialian Banker Association, and
China Licensed Accoutant Association. He is also on
the board of several China corportations.
Prof. He has been visiting scholars at several universities
in Austrilia and Peking University. Currently he is visiting
professor at Center of China Economy and Finance Research
in California State University at Northridge.
4. Mr. Jintao Liu
Mr. Liu currently is the deputy director of Sha Hekou district, Dalian,
Liaoning, one of youngest government official in the city. He has served
various positions including Deputy Office Director of Dalian investment
bank,
Deputy Director of citizen affairs bureau, Sha Hekou district, Dalian,
Director of Xinggong Street department, Sha Hekou district, Dalian.

exit, take left on the Sawtelle Blvd.
From I-405 South: take National Blvd exit, turn
left onto National, and then take left on the

- Call For Participation: Overseas Chinese Delegation to China
--------------------------------------------------------------
CAST-CA(LA) is organizing a delegation of CAST-CA(LA) members
to visit a few cities in China, including Shang Dong, Zhu Hai,
Guang Zhou, Xia Meng.
Tentative schedules:
Dec. 17 - 21: Attending the Personnel Exchange &
Technology Fair in Jinan, Shandong (please fill up the form
posted on the cast-la.org, and send us by fax or by email )
Dec. 21-25: Qin Dao (tentative) or any other cities organized
by Qing Lian (Please see the file on the CAST-CA(LA) website)
Dec. 26 - 27: Visiting Zhu Hai
Dec. 28 - 30: Visiting Guang Zhou (please go to
http://www.ocs-gz.gov.cn and apply it ASAP, and cc to
CAST_LA@yahoo.com or info@cast-la.org at the same time by
Nov. 11th, 2002. Dec. 30 - Jan. 1 Xia Meng
Jan. 3 - Jan. 6: Shanghai if there are more than enough people
willing to go.
a) During the visit, the fees for hotel, food, local
transportation in those Chinese cities are responsible
by the local Chinese governments.
b) The international air fees will be supported by
the Chinese local governments if your application with
project proposal is approved. The amount of support is
RMB5000 per head.
c) Please fill up the forms (to Guangzhou, Shan Dong
and Qing Lian) and email them to CastCALA@yahoo.com, or
info@CAST-LA.org or fax us to 310-737-4753. At the same time,
YOU MUST also submit an ELECTRONICAL copy of the description of
your proposal or project to CastCALA@yahoo.com, and info@cast-la.org
by Nov. 13, 2002.
d) Good projects and proposal will help you to get the Y5000.00
international travel fee reimbursed. Your application for travel
fee reimbursement will not be considered if you don't submit your
project or proposal.
e) This event is free only to CAST-CA(LA) members. For non-CAST
members, please call Xie Dong xied@ucla.edu (310)-621-2871 for
more information and to get a CAST-CA(LA) membership application,
once you are a CAST-CA(LA) member, you are able to join the whole
delegation and enjoy many more other member benefits.
You can submit your business or high-tech project proposal to us

could be written either in English or in Chinese.

- Call For Paper: CAST flagship Magazine - Haifeng (Trade Wind)

Dear Members of CAST-CA and Chinese Professionals in Southern
California,
Haifeng (i.e., Trade Wind) is a quarterly magazine published by
the Chinese Association for Science and Technology, USA. It is
focused on scientific and cultural exchange among Chinese and
American professionals. It provides reports and review about
new developments and trends in science, technology, and culture.
Since 1994, Haifeng has been published 22 issues. You may view
those issues at the website of CAST-USA (http://CASTUSA.org).
With the founding of the Chinese Association for Science and
Technology, California Chapters at Los Angeles and San Diego
in the early this year, it has been decided to publish a
Southern California Special Edition of Haifeng.
Since the first Call for Papers was issued in July 2002, we
have received several papers. To get more people involved and
have more papers, the deadline for submission of articles is
now extended from August 31, 2002 to November 11, 2002. So
please write and submit your papers as soon as possible
via post mail, fax, or e-mail to:
